Outcomes: SustainAbility Solutions has completely updated this very informative and interactive 16-hour course with the newest guidance put out by the US Federal Government and its agencies.

This course will bring new or experienced finance, technical, compliance and audit staff up to date about what they must do to comply with the new guidelines and be ready for the US Government (USG) or “Yellow Book” audit.  There are now new responsibilities for performance reporting, internal controls, subrecipient management, procurement and other areas that must be understood to meet implementing partners’ agreement’s requirements. In addition, the relationship between the USAID Mission and the Regional Inspector General (now OIG-ARO) has also changed and this new relationship needs to be understood by both recipients and their auditors. There is new guidance on the process for your Yellow Book or Recipient Contracted Audit (RCA), as well as a new Approved Auditor Lists for Southern Africa, other African countries, and Europe.

This course will put the current compliance environment into perspective and highlight how to efficiently manage a project or organization, whether at the Prime or Sub level. Conducted by a practicing CPA with over 40 years of hands-on USAID financial management, audit and compliance experience, this course is a must for organizations needing to ensure that their team members are operating in accordance with the current rules and regulations.

If an organization is not compliant, there is the risk that your audit report will be rejected and the organization will have to pay back the USG for the rejected expenses in the audit report.

High-Level Background on the Essentials of Financial Management and Compliance Including Objectives of the Uniform Guidance
  • Overview of the implementation of the new OMB Uniform Guidance for USAID and CDC recipients. Discussion of how Grantee/Recipient requirements and actions affect financial management and compliance and how this results in cleaner US Government audits. Understanding USG, Recipient and Sub-Recipient relationships and responsibilities as per the USAID ADS 303 and HHS/GPS.
  • Recipient Contracted Audit process analysis. How to prepare for an efficient and effective audit. How the auditor and auditee must communicate and co-operate. Review of USAID OIG Guidelines. USAID reporting versus CDC reporting.
  • Discussion and walkthrough of the newest Uniform Guidance or OMB Federal Guidelines (2 CFR 200) as of February 22, 2021. We will cover what applies to USAID and CDC US-based organizations, non-US-based (or local) organizations, different Agency applications and the major implications for all recipients.
  • Quick overview of CDC’s 45 CFR 75 (N.B. this document’s guidance has significant relevance to some (e.g., US-based) USAID recipients as well; Uniform Administrative Requirements, Cost Principles and Audit requirements for HHS awards, and then detailed discussions of how the requirements feed into the performance of the award and audit. Consider implications of pass-down provisions to Sub-Recipients and how to ensure the Prime manages this risk.
  • Detailed review of revised USAID Mandatory Standard Provisions (MSPs) Part I for Non-US NGOs.
  • Detailed review of revised USAID MSPs Part II for Non-US NGOs and brief discussion of MSPs for US-based NGOs (which tie back to the 2 CFR 200 Subpart D).
  • Detailed discussion of 2 CFR 200 Subpart E, Cost Principles and discussion of relationships of such to 45 CFR 75 and USAID MSPs. Discussions of real-life challenges with recipients disallowed costs and creating and responding to audit findings.

Payment Policy

Payments for all participants must be made before the first day of the course. Individuals and companies/organizations have three different methods of payment: credit card, check (drawn on a US bank) or wire transfer. When you register through our on-line form you should indicate which payment method you prefer and we will send you the appropriate payment instructions. If you wish to register multiple participants or if you are signing up for more than one course in a week then discounts may apply. See below.

Cancellation/No Show Rules

Cancellation notifications received in writing to info@SustainAbilitysolutionspc.com within 10 working days before the first day of any course will be eligible for a full credit to a future course. Registrants who cancel between 10 working days and the first day of the course will receive a credit of the fee paid less a $75 cancellation penalty. This fee will go to covering some of the costs that will have been incurred for the pre-booked venue. Registrants who do not show up for the course, without prior notification, will forfeit the full registration fee.

Group Discounts

Individuals or groups that sign up for more than two courses during the year are offered a 10% discount. Also, organizations that sign up more than three participants for any individual course can also earn a 10% discount. To receive the discounts you must register all participants at the same time and receive confirmation of this arrangement with our registration staff.
